2. MARCO TEÓRICO
En momentos como el actual, donde se requieren cambios
a nivel global con acciones urgentes y puntuales a todos
los niveles, es necesario capacitar a las comunidades
a través de la Educación Ambiental para fomentar su
participación, propiciando y diseñando estrategias
propias de crecimiento que permitan mitigar los efectos
nocivos, de los problemas ambientales que las aquejan,
a la vez que se fomente un verdadero desarrollo local.
Los problemas ambientales presentes en las comunidades
sólo pueden ser afrontados y mitigados desde la
gestión ambiental, pero esta gestión no es posible sin el
conocimiento del sistema ambiental local, sus sinergias,
limitaciones, potencialidades. Este conocimiento debe
estar presente en los gestores a nivel de políticas
públicas, pero también, es necesario que los diversos
actores comunitarios sean capacitados en participación
ciudadana, marco teórico ambiental, estrategias y
metodologías de abordaje de lo ambiental para que, de
ese modo, estos actores sean partícipes activos, en el
diseño de sus escenarios futuros, orientándolos hacia un
verdadero crecimiento, que permita a esas comunidades
desarrollarse de modo sustentable.
La capacitación comunitaria para la conservación y el
manejo sustentable de los recursos de la biodiversidad
constituye una necesidad a satisfacer para alcanzar los
objetivos de sustentabilidad y equidad; pero también,
para “...lograr que las propias comunidades generen una
capacidad de autogestión y cogestión para la protección
de sus recursos en benecio propio y de la humanidad en
su conjunto” (Boege, 2003).
Es por ello que, Uno de los puntos clave para la
participación ciudadana a nivel local, lo constituya el
fomentar el sentido de pertenencia como agente activo,
que puede aportar de modo puntual, con acciones
concretas, con cronogramas pautados, al abordaje de la
realidad problemática a nivel local.
De este modo, cada persona involucrada en la capacitación
siente que desde su lugar de acción puede sumar a través
de su conocimiento a revertir esa realidad conictiva.
Para ello se debe dar un intenso trabajo fomentando el
fortalecimiento de los espacios participativos existentes
en la comunidad y, desarrollando nuevos ámbitos de
participación. Desde esos espacios se debe trabajar
relacionando el problema con lo local y los modos de
abordaje desde el propio accionar en el territorio.
Algunos de los problemas ambientales globales, resultan
más complejos para establecer esa relación con lo local,
entre ellos se destaca el del Cambio Climático, dado
que las comunidades lo perciben como un problema que
debe ser abordado, desde los ámbitos de gobierno y, que
está a cargo sólo por los de jefes de Estado, donde las
comunidades locales sienten que no tienen injerencia ni
participación relevante en su generación y menos aún en
su solución.
Se convierte entonces, en el primer desafío a enfrentar:
el sentirse parte en el abordaje del problema, el saberse
valioso por el aporte que se puede brindar, desde la
perspectiva personal, pero que, además, si eso se realiza
en conjunto con otros actores locales, en un diálogo
franco y de respeto, se puede potenciar ese aporte,
enriqueciéndose con las propuestas de otros.
Estos modos de abordar lo participativo, se encuentra
presente en los marcos teóricos propiciados desde
diversos autores: Eloísa Téllez Solís, Felipe Ángel,
Enrique Leff, Augusto Ángel Maya, Antonio Caride
Gómez, Patricia Noguera, Francisco Gutiérrez Pérez,
entre otros.
La formación ambiental debe ser convocante, debe
estar abierta a todos los actores sociales locales,
cualquiera que sea su labor, su disciplina de trabajo, su
conocimiento, su ámbito de pertenencia, su nivel social,
su educación. De ese modo, se aporta a fortalecer esos
saberes, encauzándolos desde la mirada ambiental.
3. METODOLOGÍA UTILIZADA
Con el creciente reconocimiento de la complejidad de
los procesos, los investigadores han raticado que cada
modelo epistemológico por sí solo resulta incompleto e
incapaz de resolver la complejidad de las situaciones que
se estudian en las diferentes disciplinas y, en particular, en
las ciencias sociales. Por ende, ha surgido una tendencia
cada vez mayor a combinar, en la actividad investigativa,
aportes y herramientas de diferentes métodos. En este
sentido, el presente trabajo se adscribe al enfoque
integrado que tiene la característica de ser exible,
involucra la interacción social entre el investigador y los
informantes en el contexto de los últimos, proceso en el
cual se recogen datos de modo sistemático.
Como parte de la estrategia metodológica del trabajo
para alcanzar los objetivos propuestos desde lo empírico
se asumen como métodos la entrevista a informantes
claves, cuya intención general consistió en establecer el
modo en que los actores sociales perciben la seguridad
alimentaria familiar y las estrategias familiares de vida que
implementan para amenizar los problemas alimentarios
a nivel de hogar. Se privilegiaron para las entrevistas
